Operational Excellence
Strategy as a Living System
We believe operational excellence starts with a mindset that strategy’s not a static artefact, it operates as part of a dynamic, living system. At Integris Group Services, we champion the continuual adaptation of strategy to incorporate new operational realities, changes in organisational culture over time, and the ongoing impacts of the wider external or operating environment.
Our mission is to convert your vision into reality by embedding operational excellence across the four levels of strategies in the organisations we work with. We do this using structured, outcome-driven and values-led ways of working that ultimately lead to uplift and provide purpose to the BAU operations managed by your teams.
Our approach to the transition of strategic outcomes towards BAU is grounded in the PDCA Cycle (Plan-Do-Check-Act) that whilst simple, can effectively support embedding ongoing improvements across all levels of the organisation, as well as enable organisations to execute with clarity – and adapt with confidence.
This model ensures that strategic efforts are both rigorous and responsive, laying the foundation for ongoing improvement.
This framework enables us to both help with handover to operations, as well as aligning the strategy across all four levels of strategy, and the next sections of this article demonstrate how this cascading approach enables breaking a strategic plan down across all levels of the organisation. The PDCA Cycle helps ensure handover content relevance to team members, whilst maintaining alignment and effectiveness at a holistic level.
Cascading Strategic Objectives Across Organisational Levels
Operational excellence demands that strategic objectives be clearly defined, methodically deployed, and consistently measured across all levels of an organisation. This has been broken down by Igor Buinevici into four levels, as adapted in our image below:
At each level, we use the PDCA cycle for handover and integration with BAU operations to ensure the right level of details for execution and implementation are provided at the right time to the right audience.
Corporate Level: The Guiding Framework
At this level, strategic alignment is about clarity of purpose and efficient resource allocation.
This level of the strategy focuses on:
Identifying target markets and industries
Setting enterprise-wide KPIs and risk management protocols, leveraging the Enterprise Risk Management Framework
Allocating the right resources across business units, using frameworks such as our 5R’s Framework.
Case Study: Integris Group Services facilitated a corporate strategy review for a multi-sector organisation seeking to redefine its growth trajectory in alignment with emerging market opportunities. By working closely with executive leadership, we assessed the organisation’s current portfolio, identified underperforming and high-potential segments, and developed a strategic framework to guide resource reallocation and future investment decisions. The resulting roadmap enabled the client to better align their business units with market trends, enhance scalability, and position the organisation for long-term, sustainable growth across multiple sectors.
Business Level: Competitive Positioning
This level focuses on how individual business units compete effectively, with the resources they have.
This includes:
Conducting market and SWOT analyses
Developing value propositions and differentiation strategies
Segmenting customers
Prioritising growth initiatives
Our Support in Action
A not-for-profit national health services provider sought to enter a new market segment while sustaining its core offerings in primary health care.
IGS Approach and Interventions:
Competitor Gap Analysis
Our team benchmarked five leading competitors, mapping their service delivery models, pricing structures, digital capabilities, and workforce deployment. The analysis highlighted a critical service gap in culturally responsive care models for CALD (Culturally and Linguistically Diverse) populations—an underserved demographic in the region.

Vision, Mission and Product Strategy Alignment
We facilitated executive workshops to define a new value proposition: “Integrated, culturally inclusive care for chronic conditions, delivered locally and virtually.” This became the strategic anchor for service design and resource allocation.

Operating Model Design
IGS supported the client in developing a modular operating model that scaled through community partnerships, allied health workforce integration, and digital triage platforms. The model balanced agility with compliance, ensuring alignment with both NDIS and state-funded health programs.

Strategic Roadmap
We co-developed a 3-year roadmap that prioritised pilot locations, investment tranches, staffing models, and a phased customer acquisition plan. The plan included success metrics tied to client reach, service cost efficiency, and funding leverage ratios.

Operational Level: Execution Engine
This level translates plans into workflows and frontline performance.
This includes:
Building Standard Operating Procedures (SOPs) and optimising resource use
Aligning daily operations with strategic KPIs and incentives
Developing feedback loops for adaptive management intervention
Case Study: Integris Group Services partnered with a major organisation to address recurring inefficiencies in service delivery that were impacting turnaround times across teams and suppliers. Engaged initially through a strategic advisory extension to an internal audit program, IGS facilitated a structured business process improvement initiative involving over 27 internal stakeholders and multiple external suppliers. Through staged workshops comprising discovery, root cause analysis, solution development, and implementation planning, we helped identify systemic bottlenecks and misalignments in operational workflows. This led to the development of streamlined SOPs and targeted training packages. As a result, the client achieved a significant reduction in process cycle times, improved inter-team coordination, and enhanced service efficiency, positioning the organisation for sustained operational excellence.
Functional Level: Departmental Accountability
This level ensures each function supports strategic and business outcomes.
This includes:
Aligning HR and other support with capability development needs
Embedding financial and operational governance into strategic execution
Driving marketing, both internal and external, to reinforce business unit value
Case Study: Integris Group Services partnered with a not-for-profit organisation to conduct a strategic alignment and uplifting of the capability of its Human Resources (HR) function, which had historically operated as a compliance-focused unit. Working directly with the CEO, IGS conducted a comprehensive HR maturity assessment across 13 core HR activities, identifying high-risk areas and opportunities for strategic improvement. In parallel, we supported alignment with Finance by developing streamlined policies and procedures, improving role clarity, and supporting the business case and procurement for a new HRIS platform. This integrated approach reduced administrative bottlenecks, decentralised decision-making, and enhanced both financial oversight and workforce engagement. The result was measurable cost savings and a more agile, strategically aligned HR and Finance function.
Integrated Alignment for Sustained Impact
Together, these four organisational levels: corporate, business, operational, and functional, form a unified strategic architecture that ensures clear direction, cohesive execution, and measurable impact.
By cascading objectives from high-level purpose through to frontline activities, Integris Group Services enables organisations to translate ambition into action.
Each layer reinforces the next, driving alignment, accountability, and adaptability across the enterprise and can all be integrated into your organisation using the PDCA Cycle.
Embedding Strategy into Business-as-Usual
A strategic plan only delivers value when it becomes part of how the organisation operates every day. At Integris Group Services, we bridge the gap between planning and execution by embedding strategy into Business-as-Usual (BAU) through practical tools, hands-on delivery, and continual capability uplift. This is operational excellence in practice.
IGS deliberately supports the implementation of all stages with precision, structure, and engagement. We ensure through robust handover that teams are not only equipped to act, but actually do so, in a way that aligns with the strategic intent and sets the stage for adaptive feedback and ongoing refinement.
We do this by:
Delivering tailored training programs that empower leaders and frontline staff to act with confidence and clarity,
Providing user-friendly SOPs, guides, and templates to operationalise strategic goals, and
Facilitating change management workshops that build ownership, reinforce alignment, and enable adoption across all layers of the organisation.
Developing costed roadmaps and implementation plans that guide decision-making by identifying which activities can be managed in-house, and which require additional resourcing—whether through new roles, external contractors, process or technology uplift, or targeted support from IGS.
Validating Alignment to the Outputs and Outcomes
The key success enabler of this project was the re-checking of alignment of delivery to the planned outputs and outcomes – to ensure that initiatives were achieving what was planned of them.
This needs to be done across all four levels:
| Level of Strategy | Activity | Typical KPI | Measurement of Validation |
| Corporate | Set long-term goals, allocate resources, target markets | Market growth, diversification rate, investment efficiency | Compare outcomes vs. growth targets and market data |
| Business | Create value propositions, analyse markets, segment customers | Customer acquisition, segment uptake, market position | Track uptake, feedback, and segment KPIs |
| Functional | Apply SOPs, strengthen governance, align capabilities | SOP compliance, budget variance, capability index | Audit SOPs vs. outputs and metrics |
| Operational | Translate strategy into SOPs, optimise frontline performance | Cycle time, resource use, service KPIs | Monitor dashboards vs. operational KPIs |
Case Study: In one project, IGS supported a large organisation by translating strategic insights into clear SOPs and customised training materials. Through targeted workshops, we equipped team leaders with practical tools and frameworks to embed new practices in real time. The changes were sustained, measurable, and directly reflected in improved operational performance. An exemplar of applying the Do phase of the PDCA cycle effectively within BAU settings.
Monitoring, Measuring, and Adjusting
Monitoring performance is a cornerstone of operational excellence. Through proactive tracking, stakeholder feedback, and data-driven analysis, we ensure that implementation stays strategically aligned.
Our approach to creating positive and integrated feedback loops includes the following elements, each at dynamic or tailored levels of development for each of our clients:
- Performance Monitoring – Measuring progress and impact through tracking against KPIs.
- Analysis and Diagnosis – Identifying bottlenecks and inefficiencies through data analysis and structured reviews.
- Engagement and Validation – Gathering stakeholder feedback to inform adaptive improvements.
- Refining and Alignment – Adjusting strategic actions based on insights to ensure continued relevance and impact.
Implementation of Embedding, Monitoring, Measurement, and Adjustment
We use the exact same approach to incorporate performance dashboards, governance rhythms, and review cycles into each engagement, demonstrating to our clients the benefits of a feedback loop that enables timely adjustments, continuous learning, and sustained strategic alignment for broader integration into operations or cost centres.
Embedding Outcomes in Client’s Ongoing Operations and Governance
To maximise long-term value, Integris Group Services ensures that the insights and outcomes from all phases are embedded within the client’s own governance and performance management cycles.
By doing so, we support:
Timely adjustment of engagements and operational delivery uplifts to reflect real-time insights.
Alignment with internal decision-making cadences, reporting structures, and review forums.
Internalisation of deliverables, learnings, and improvements within ongoing operational governance.
This approach ensures that strategic outcomes are not only validated but also actively used to guide continual improvement and support future change initiatives within the organisation.
Continual Improvement and Strategic Renewal
Strategy is not static. To sustain operational excellence, it must evolve in response to performance insights, stakeholder input, and shifting external dynamics. The PDCA cycle is central to our handover and integration approach, guiding how we help clients consolidate learnings, institutionalise improvements, and pivot strategically when required.
This phase represents both reflection and renewal. Integris Group Services supports clients in closing the loop by embedding improvements into the organisational fabric and re-energising teams to remain aligned with long-term priorities and emerging needs. Our focus is on ensuring that every cycle of action drives greater effectiveness, resilience, and relevance.
Our ongoing support includes:
Refresher training to embed learnings, address emerging capability gaps, and reinforce adaptive capacity.
Realigning departmental goals with evolving business priorities, market changes, and regulatory shifts.
Implementing targeted improvement plans for underperforming functions or initiatives based on validated insights.
Case Study: In a large-scale engagement, IGS led a structured business process improvement initiative involving over 27 internal stakeholders and multiple external suppliers. Through discovery, root cause analysis, and implementation planning, we delivered practical solutions ranging from new SOPs to focused training. The outcome: reduced operational risk, lower costs, and improved process consistency across the organisation. This exemplifies the Act phase where evaluation translates into action, and action leads to uplifted strategic performance.
