With both the U.S. AI Acceleration Strategy and Australia’s newly released National AI Plan, the global AI landscape is shifting from intention to execution.

The United States has doubled down on scale and speed. Australia, through its new plan, has confirmed its intent to build capability grounded in trust, safety, and sovereign strength. [1]

Together, these two strategies mark a turning point, and raise a vital question for Australian leaders: can we enable innovation at the pace of change, while still holding true to our social and ethical values?

With its unapologetic focus on scale, speed, and commercial freedom, the United States has declared AI a matter of national capability, not just compliance. While Europe strengthens its regulatory frameworks, and Australia progresses cautiously, the U.S. has issued a clear message: let industry lead, and government will follow.

For Australia, where trust and governance are rightly prioritised, I believe question we should ask ourselves is whether we can scale responsibly at the pace innovation now demands, and if so, how can we do so in a way that supports our social values?

The U.S. plan focuses on three pillars: innovation, infrastructure, and international leadership. Its practical focus is unmistakable:

    This model has real implications for Australia. As global digital ecosystems form around shared platforms and open-weight models, Australia risks becoming a policy observer rather than a digital contributor, especially if ethical governance is not matched by operational enablement.

    The release of Australia’s National AI Plan signals a deliberate shift from discussion to delivery. The plan commits to embedding AI within government operations through the GovAI platform, launching an AI Safety Institute, and accelerating investment in data and digital infrastructure.

    This aligns with several of the structural recommendations in the U.S. plan (particularly around infrastructure and capability) but continues to distinguish Australia through a strong focus on ethical safeguards and regional inclusion.

    It is, in essence, an evolution of our “ethical by design” reputation toward a more applied capability framework. Yet, one critical gap remains: the absence of structured environments for safe experimentation, such as AI sandboxes or shared trial spaces that allow leaders to test, learn, and adapt responsibly.

    Australia has earned a global reputation for digital integrity. The DTA’s Responsible AI Principles, the work of CSIRO’s Data61, and frameworks established by the eSafety Commissioner and DTA AI Initiatives all reflect a system designed to protect rights, uphold privacy, and reinforce public trust.

    The government’s plan rightly prioritises safety and social protection, but the next frontier is operational enablement. Without mechanisms for experimentation, the risk remains that public and for-purpose sectors will continue to hesitate and waiting for certainty instead of building confidence through practice

    In sectors such as health, aged care, education, and community services, the cost of AI delay is not just strategic. It is human.

    Fragmented regulation, siloed procurement, and fear of reputational risk are causing leaders to pause when they should be experimenting. Service providers are sometimes hesitant to test GenAI tools. Digital pilots can also stall under audit pressure. Meanwhile, clients and communities expect service agility that legacy systems cannot deliver.

    When every innovation needs six committees and twelve months to navigate risk, the window of opportunity closes.

    1. Invest in Shared AI Environments to Promote Experimentation (Still Missing in the National Plan)

    While the government is strengthening infrastructure and safety oversight, leaders also need controlled environments where AI can be trialled safely — particularly across education, health, and human services. These “AI sandboxes” remain the missing middle between policy assurance and practical application.

    2. Enable Regulatory Sandboxes for Specific Use Cases

    Localised, light-touch regulatory environments can support trialling GenAI in real-world conditions. These need to be governed by equity and safety principles, not just compliance checklists.

    3. Treat AI Capability as a Leadership Priority

    AI literacy is not just a digital skill. It is a leadership competency. Boards and executive teams must be supported to lead with clarity, not fear, when it comes to ethical technology adoption, and identifying adoption opportunities in their organisation.
